It's really not hard, they did similar with VS Seeker and the easy mode/regular mode/hard mode in B2W2. They've even hinted at this in the Origins anime. The gym leader uses a team based on how many other badges you have.

Let's Go Pikachu and Eevee already allow you to challenge gyms 3,4,5,6,7 in any order. That can easily be expanded in a Gen 8 title.

It would only be 2 legends, well you could have a 3rd to make a trio, a Rock/Rock, super effective against both, or more likely Electric/Electric (neutral to both). Imagine Electric/Electric with Levitate ;) :P

Personally I don't count Metagross, all the other Pseudos are "Draconic" even Tyranitar. Metagross doesn't have a 4x weakness either. Hydreigon didn't when it was revealed but that has since been retcon'd with the fairy type.
