The Orange Island DVDs weren't released until around the time the Johto League Champions DVDs came out.  It was decided that, instead of sticking to Viz's three-episodes a DVD plan, that they would cram as many episodes onto each disc as possible to hasten the release of the episodes.

The result is that we get thirty-six episodes spread across three discs.  With twelve episodes crammed onto each disc, the video quality suffers tremendously, as Chris Beveridge's review on AnimeOnDVD.com relates:

...putting twelve episodes on a DVD has an effect. The encoding has suffered quite a bit. While I was watching some of the episodes, I kept thinking it looked better when I saw the episodes on cable. Macro blocking is very evident in dark blues, grey/silver, and extends into light browns. The picture looks dark also. While this is a great deal, you are paying for less quality.
